Since the 1960s the Larkspur neighborhood in Virginia Beach, VA has been a close knit community of almost 800 homes with an active civic league and neighborhood pool.
It is within walking distance of Kempsville Greens Golf Course, Mount Trashmore Park, and the Kempsville Recreation Center. It also brags easy access to I-264 and Virginia Beach’s vibrant central downtown district.
The neighborhood features large treed lots, increasing property values, and a desirable school district.

The Larkspur Civic League was formed in 19xx to keep its members informed about matters concerning the general welfare and civic betterment in all fields such as cultural, educational, recreational and social as well as the community physical aspects of Larkspur. The civic league also provides a forum for members to express their views on matters that come before it during monthly meetings.
The civic league meets Wednesday of ….. at 7:30 p.m. Meetings are held at Kempsville Meadows Elementary School, in the auditorium.

Welcome to the Larkspur Neighborhood
Virginia Beach, VA 23462
The Larkspur neighborhood is a beautiful, friendly neighborhood with single family homes, centrally and conveniently located in Virginia Beach, with easy access to I-264 and other main roads.
We are within walking distance of the public Kempsville Greens Golf Course, Mount Trashmore Park, and the Kempsville Recreation Center. We are also very close to the vibrant Virginia Beach Town Center District which includes the Sandler Center as well as a number of other business and entertainment activities.
Since the 1960’s Larkspur has been a close knit community of almost 800 homes with an active civic league and neighborhood pool. The neighborhood features large lots, many mature and beautiful trees, increasing property values, and a desirable school district. Many residents find that Larkspur fills their needs in a residential area and become truly long term residents.
Larkspur does not have a Homeowners Association and the attendant fees and overhead. We do however have a Civic League with a very modest annual membership fee, and we hope that you will join. The fee is currently only $20.00 for the entire household, and covers our minimal costs. Our association board is comprised of 100% volunteers. There is no paid staff. Committees include Membership/hospitality, Newsletter, Website, Programs, and Garden club. We have a community watch program. Additionally we have a Yard of the Month program and this last year instituted a Holiday recognition of “tastefully spectacular” displays. We are open to and actively solicit other ideas to help build and maintain our Larkspur community.
We maintain this neighborhood website, a NextDoor site, and a Facebook page. We publish a periodic newsletter, a neighborhood directory, and hold General Membership Meetings three times per year, usually the third Wednesday of January, April, and September.
Some of our prior accomplishments of the Larkspur Civic League:
- Preventing the use of Edwin Drive as a feeder to an onramp to I-264.
- Preventing the extension of Hoylake Rd to Baxter road.
- Halting the construction of the Department of Human Services on Independence Blvd.
- Halting the sale and redevelopment of Kempsville Greens Municipal Golf Course.
- When the streets of Larkspur repeatedly flooded after almost any rain, it was the Civic League (not individual phone calls and letters) that got the City to act to clear and repair neglected drains and improve drainage provided along the Dominion Power Right of Way.
We sincerely hope you will join the Civic League, attend our annual social, and participate in meetings and other activities, and consider joining the Larkspur Swim & Racket Club (pool). Regardless however, welcome to the neighborhood.

CIVIC League General Membership Meetings:
- Unless otherwise noted, meetings are on the 3rd Wednesday of January, April, and September. They are held at the Kempsville Meadows Elementary School on Edwin Dr., and run from 7:00 pm to 8:30 pm. Plan to attend. The meetings are interesting and we always have coffee and cookies!
- We are always looking for topics for our programs and guest speakers. If you have a topic you think would be of broad interest to the general membership, please submit it to our Programs Committee Lead, James Stone j.b.stone@verizon.net We’ll try to work it in, or let you know why we could not.

Civic League General Membership Meeting – April 17, 2019
Our next Civic League General Membership Meeting is scheduled for 17 April 2019.
In addition to regular business, we will update the community: 1) on a Sidewalk Initiative to see if affected owners would support a sidewalk on the school side of Edwin Drive, and 2) an updated and revitalized Neighborhood Watch program. We will likely be looking for volunteers to support that program. Please attend, and help if you can. See you there.
Civic League General Membership Meeting – September 18, 2019
The third General Membership Meeting of the year is scheduled for 18 April 2018.
We expect the program to include a presentation on wills and trusts, which should be of interest to many in the neighborhood and especially our seniors.
Swim and Racquet Club Annual Yard Sale – Spring of 2019
The Larkspur Swim and Racquet Club, 732 Edwin Dr. Virginia Beach, VA 23462, typically holds a Yard Sale in the spring and again later in the year. We will update this when we get more details.
Larkspur Annual Civic League Hosted Neighborhood Picnic 2019
Your Civic League hosts a “Welcome to Summer and Welcome to the Neighborhood” Picnic each year. It is held at the LSRC (Larkspur Swim and Racquet Club, 732 Edwin Dr. Virginia Beach, VA 23462). We provide the food, beverages, and fellowship. This is open to the residents of Larkspur. Please plan to take this opportunity to meet your new neighbors and renew acquaintances with old. The date is TBD at the moment and we will update this space when we have it all set.
Swim and Racquet Club Annual Yard Sale – Spring of 2019
The Larkspur Swim and Racquet Club, 732 Edwin Dr. Virginia Beach, VA 23462, typically holds a Yard Sale in the spring and again later in the year. We will update this when we get more details.

Civic League General Membership Meetings:
Jan 16, 2019 – In addition to regular business, guest presenters included Mr. Gary Zalas from the VBPD Community Engagement Office, who presented programs offered for seniors i.e., The Operation Lookout Expanded Program, Project Lifesaver, Senior Citizens Police Academy, Medical Prescription Take back program, TRIAD and more, as well as answering questions. We also were honored to hear from Mr. Dan Edwards, the Kempsville representative on the School Board, on upcoming changes and the overall outlook of our public school system. Thanks to both for their time.
Trick or Treat Court Get-together – October 31, 2018
A group of neighbors decided to get out and mingle this past Halloween as they have for several in the past. Great times were had by all and our neighborhood was rather generous with the candy this year. This pre-Trick or Treat get together may definitely become an annual event. Thank you to all who participated and to all the neighbors who participated in decorating and handing out candy. There are a number of really good reasons to join, but principally you are “buying in” to neighborhood ownership and gaining a voice through our collective organization.
